WASHINGTON (AP) — White House press secretary Jen Psaki said Sunday she has contracted COVID-19.
Psaki was not traveling with President Joe Biden, who was in Rome this weekend for the Group of 20 summit and is headed to Glasgow, Scotland, on Monday for a U.N. climate summit.
Psaki had planned to travel with the president but scrapped the trip just as he was set to depart for Europe after learning that members of her household had tested positive for COVID-19.
“Since then, I have quarantined and tested negative (via PCR) for COVID on Wednesday, Thursday, Friday, and Saturday," Psaki said in a statement. “However, today, I tested positive for COVID."
She added that she was last in contact with Biden on Tuesday, and the two sat more than 6 feet apart and wore masks.

Online sales are expected to go up even more, with experts predicting an increase of between 11% and 15% this year compared to 2020.

To avoid the anxiety of finding the perfect gift in a year filled with supply chain issues, you and your wallet will be better off if you start now.
The earlier you start the less you will have to spend on expensive last-minute shipping costs, and the more likely you are to take advantage of early deals.

A successful shopping season starts with creating a spending plan, especially since sales are starting early and there could be less than most people are used to.
Be as detailed as possible. Look at your budget to determine how much you can afford to spend this holiday season. Then list each person you need to buy gifts for and how much you want to spend on them.

DALLAS (AP) — American Airlines has canceled more than 1,600 flights over the past three days, citing blustery conditions in Texas and a shortage of flight attendants.
The disruptions were similar in their initial cause and size to problems suffered in early October by Southwest Airlines, and they raised ominous questions about whether major airlines are prepared for the busy upcoming holiday travel period.
By early afternoon Sunday, American had canceled more than 800 flights — almost 30% of its schedule for the day — after scrapping nearly 900 flights on Friday and Saturday, according to tracking service FlightAware.
American's troubles began late in the week, when high winds at times shut down flights and prevented the airline from using all runways at its busiest hub, Dallas/Fort Worth International Airport. That made it difficult for American to get crews in position for upcoming flights, and the cancellations and delays grew worse through Saturday and Sunday.
“To make sure we are taking care of our customers and providing scheduling certainty for our crews, we have adjusted our operation for the last few days this month by proactively canceling some flights,” David Seymour, the airline's chief operating officer, said in a note to employees on Saturday.
Seymour said American was able to put most of the stranded travelers on other flights the same day.
A spokeswoman for American said the airline expects considerable improvement starting Monday, although there will be “some residual impact from the weekend.” By midday Sunday, American had canceled nearly 50 Monday flights, according to FlightAware.
Airlines were barred from laying off workers during the pandemic as a condition of billions in federal pandemic relief — American temporarily furloughed 19,000 workers when the money lapsed last year, but reversed the furloughs when aid was restored. That, however, didn't stop the airlines from persuading thousands of employees to accept cash incentives and quit voluntarily. American, Southwest and others are now hiring employees to replace some of those who left in 2020.
Seymour said American is staffing up, with nearly 1,800 flight attendants returning to their jobs starting Monday and others on Dec. 1, and at least 600 new hires on board by the end of the year. He said the airline is stepping up hiring for other jobs including pilots and reservations agents in time for the holidays.

GILROY, Calif. (KRON) -- Authorities arrested a Gilroy resident Sunday in connection to a Saturday shooting outside Gilroy City Council Member Rebeca Armendariz's house, police said in a press release.
The arrested resident, who was identified as 19-year-old Benjamin David Calderon, was booked into Santa Clara County Jail for homicide.
Gilroy/Morgan Hill Regional SWAT team had a searched warrant for Calderon's residence on the 7100 block of Church Street where authorities later arrested him.
The shooting occurred on the 400 block of Las Animas Avenue where one man died at the scene and three others were later sent to the hospital.
The victims' ages range from 17 to 9 years old, according to police. Two of the four victims are suffering life-threatening injuries.
Officers said there was a large outdoor party at Armendariz's house where an altercation occurred before they arrived at the scene.

SAN FRANCISCO (KRON) -- The last time Halloween was on a Sunday was back in 2010.
This year is the first time in over 10 years Oct. 31 falls on an NFL Sunday.
With eyes on what the players wear when they enter the building on a normal Sunday, eyes will be on the costumes donned on this Halloween and NFL Sunday.
Costume highlights from Sunday's games include players from the Cleveland Browns, Buffalo Bills, New York Jets, Atlanta Falcons, and Los Angeles Chargers.
The San Francisco 49ers did not post pictures on Twitter of their players wearing costumes before they took on the Chicago Bears on the road.
Cleveland might've stolen the show
Browns wide receiver Odell Beckham Jr. paid homage to the late Michael Jackson with the signature red jacket from the singer's "Thriller" music video.

CONCORD, Calif. (KRON) -- Seven people were taken to hospitals after two cars collided at the intersection of Willow Pass Road and Port Chicago Highway in Concord shortly after midnight on Oct. 31, Concord police said in a press release.
One car was going northbound on Port Chicago Highway, and another was going westbound on Willow Pass Road before the two cars collided.
The intersection between the two roads were closed for about three hours, according to police.
Three victims were transported to hospitals via a helicopter while the other four were taken in an ambulance -- all seven suffered injuries.

SOLANO COUNTY, Calif. (KRON) -- With the help of an airplane camera, authorities located a car Friday afternoon going southbound that flipped over on McGary Road in Solano County, according to a California Highway Patrol Facebook post.
The Facebook video shows the car flipping over several times -- causing it to be engulfed in flames.
The driver was later arrested for driving under the influence.
Both occupants of the vehicle were able to walk away from the collision without any injuries.
CHP said the two inside the vehicle are lucky to be alive and without any injuries.
Authorities will continue to investigate the crash.
ROHNERT PARK, Calif. (KRON) -- A man died from an overturned car crash in Rohnert Park Friday night, Santa Rosa California Highway Patrol said in a press release.
Authorities said the unidentified man was not wearing a seatbelt when he drove off the roadway, which caused his car to flip over.
The man was trapped inside the vehicle after the car flipped on West Sierra Avenue near West School Street.
Fire personnel arrived at the scene to take the man to Santa Rosa Memorial Hospital but was pronounced dead on the way to the hospital.
GILROY, Calif. (KRON) -- Authorities are investigating a shooting Saturday on the 400 block of Las Animas Avenue, the Gilroy Police Department announced.
The roadway is closed on Las Animas Avenue and east of Murray Avenue.

SAN FRANCISCO (KRON) -- October was officially recognized by U.S. Congress as Filipino American History Month in 2009.
Twelve years later, history was made Thursday when the NBA announced Houston Rockets guard Jalen Green and Utah Jazz forward Jordan Clarkson became the first players of Filipino descent to play in the same game.
Clarkson has dual citizenship with the Philippines and the United States, according to his NBA.com profile. He competed for the Philippines in the 2018 Asian games where he averaged 26 points and led the team to a fifth-place finish -- its best in 16 years.
Green, the second overall pick in the 2021 NBA Draft, has roots on his mother's side from the Ilocos region in the Philippines, according to ESPN.
Green met up with Filipino boxing legend Manny Pacquiao back in July weeks before the fighter's final professional bout in August.
ESPN personalities of Filipino descent shared their excitement of the history made.
Cassidy Hubbarth quoted a tweet stating her approval, and Pablo Torre tweeted "We did it."
Green started for the Rockets and scored 13 points in 29 minutes while Clarkson came off the bench to score 16 points in 23 minutes.
The Jazz (4-0) won by a final score of 122-91 over the Rockets (1-4).
OAKLAND, Calif. (KRON) -- Two victims were injured in a shooting Friday afternoon near McClymonds High School in Oakland, according to an email from Oakland police.
Both victims were taken to a local hospital and are in stable condition.
Authorities have not confirmed if the victims were students or had any relation to the school.
KRON4 reached out to Oakland Unified School District for comment but did not receive an immediate response.

SAN FRANCISCO, Calif. (KRON) -- Outside Lands begins Friday. The three-day music festival is expecting crowds of around 70,000 people to Golden Gate Park in San Francisco.
The event is expecting to help local businesses.

One restaurant has been planning in the last two weeks and is bracing for what he says is one of his busiest weekends of the year.
Businesses like SF Hole in the Wall Pizza waiting for the post-music festival rush.
Owner Awa Dalla says his restaurant like many others was hit hard during the pandemic, and usually banks on events like Outside Lands, which was cancelled last year due to COVID.
Organizers say the three-day music festival is sold out this weekend and they are expecting crowds of around 70,000 people.

SAN FRANCISCO, Calif. (KRON) -- A new CDC study suggests getting the vaccine will offer you much stronger immunity to COVID-19 -- than natural immunity.
Meaning even if you previously had the virus, the vaccine will still offer better protection.
Researchers looked at data from nearly 200 hospitals across the country to make this conclusion.
Local doctors say this study is good information for vaccine holdouts or people looking to gain immunity by simply getting sick with COVID-19.
The latter, experts say, is very risky because it can lead to ending up in the hospital or worse death.
The CDC report finding vaccines are five and half times more effective in preventing infections than natural immunity picked up from a previous infection.
Marin County public health officer Dr. Matt Willis says people who are protected through the vaccine get sick less frequently and contracting severe illness is rare.
For non-vaccinated people who have already been infected with COVID-19 and are convinced they have anti-bodies should understand that the amount and quality of those anti-bodies is hard to measure.
Dr. Willis argues gaining immunity through the vaccine has been proven to work through clinical trials.
Other studies have also shown that there's the potential for even stronger protection for people who have been infected and vaccinated.
Dr. Willis says the risk of not being vaccinated is not worth it.
CDC data shows more than 30 million Californians have received at least one dose of the vaccine and more than 60 percent have been fully vaccinated.
SAN FRANCISCO, Calif. (KRON) -- Spooky decorations are up, pumpkins are carved and businesses in San Francisco's Castro District are gearing up for what could be an almost normal Halloween.
It's a big difference from this time last year.
Last year, people were discouraged from going to the Castro and some businesses, like the bar Moby Dick, was shut down altogether.
But now, they've got their scary decorations up alongside their signs letting customers know they need to be vaccinated before coming inside. The bartender is expecting that it will be a fun weekend.

One man said he has plans tonight, Saturday and Sunday, but bought a home COVID test kit just in case.
The city's public health department has a list of tips for those out celebrating, including asking people to consider wearing a well-fitted face mask in private indoor settings, especially if you don't know the vaccination status of those you are with, and in large crowds outside.
BERKELEY, Calif. (KRON) -- Berkeley High School is managing through a COVID-19 outbreak.
Eight students and/or staff members at Berkeley High School are isolating at their homes after testing positive for COVID-19.
Berkeley Unified School District spokesperson Trish McDermott says seven positive cases were discovered Thursday during the district's weekly testing on-campus.
An eighth case was added Friday.
"And because several of these cases were epidemiologically linked, and happened within the 14-day window that public health uses to assess cases, our local public health partners, City of Berkeley, called this an outbreak," McDermott said.
McDermott says the school district cannot report which cases represent students or staff.
But adds seven of the cases are associated with the athletic department.
"We had more than 700 close contacts at our school," McDermott said. "So, that's staff and that's students that can be in a variety of classes, that could be on sports teams."
The district's contact-tracing team has been sending notices out to people who may need to quarantine based on the Berkeley Public Health Department's protocols.
"Students and staff who are fully vaccinated do not have to quarantine," McDermott said. "And, as long as they don't get any symptoms, they can return to school and work."
Students or staff who tested positive have to isolate for at least seven days.
Campus was closed on Friday as were all district schools because of a planned district holiday.
SANTA CLARA COUNTY, Calif. (KRON) -- Over the next two days, Bay Area leaders are on the same team as they hope to convince FIFA to host the 2026 World Cup right here.
Soccer is the world’s most popular sport, and if they decide to have it in the Bay Area it will bring thousands of people from across the world here. That also means millions of dollars.
The people who will make the decision will hear pitches from Bay Area mayors and business leaders on why they think the Bay Area is a great place to host the World Cup.
There are more than a dozen other U.S. cities that also want it - not to mention cities in other countries.
The committee will make their final decision next year.
Silicon Valley’s unemployment rate decreased by 0.8 percentage points between August and September, following a 0.2 percentage point decrease over the prior one-month period.
In September, the combined unemployment rate for Santa Clara and San Mateo Counties was 3.9%, compared to 4.1% for San Francisco, 4.6% for the Bay Area, 6.4% statewide, and 4.6% nationwide.
In comparison, the unemployment rate in Silicon Valley in September was two percentage points lower than it was towards the end of 2020.
Last month’s greatest month-over-month uptick in employment for the greater Silicon Valley region came from State and local government jobs.
According to analysis, as students returned to in-person classes from elementary schools through colleges and universities, has contributed to an increase in both local and state government regionally in the month of September.
As for the greater Silicon Valley, which the analysis includes San Francisco and San Benito counties, employment levels between August and September grew in the following industries:
Leisure and Hospitality with an added 4,200 jobs;
Professional and business services with an added 3,600 jobs;
Local government education with an added 2,700 jobs; and
State government education with an added 2,200 jobs.
But despite recent gains, the region's leisure and hospitality industry are still down 55,00 jobs since pre-pandemic levels.
The analysis shows that approximately 57,100 people in Silicon Valley’s labor workforce remained unemployed -- 21,200 in San Mateo County and 50,600 in Santa Clara County.
Other parts of the region like San Mateo and Santa Clara Counties recorded the 2nd and 3rd lowest unemployment rates among California counties in September.
SAN DIEGO -- Scientists with the San Diego Zoo's conservation wing proudly unveiled an "extraordinary discovery" this week: California condors can lay eggs and produce chicks without having sex.
The news, reported in the "Journal of Heredity," "could have rippling effects for wildlife genetics and conservation science," the zoo wrote in a news release. The organization explained that a team studying genetics with the San Diego Zoo Wildlife Alliance made the discovery during a "routine analysis" of biological samples from two California condors in their managed breeding program.
"Scientists confirmed that each condor chick was genetically related to the respective female condor (dam) that laid the egg," the zoo explained. "However, in a surprising twist, they found that neither bird was genetically related to a male—meaning both chicks were biologically fatherless; and accounted for the first two instances of asexual reproduction, or parthenogenesis, to be confirmed in the California condor species."
Scientists said the discovery also accounted for the first instance of asexual reproduction "in any avian species where the female bird had access to a mate," as the condors that hatched the eggs had been housed with male birds.
“This is truly an amazing discovery,” said Dr. Oliver Ryder, a study co-author. “We were not exactly looking for evidence of parthenogenesis, it just hit us in the face."
"San Diego Zoo Wildlife Alliance’s conservation team believes that though these results represent only two documented cases in the condor population, the discovery could have significant demographic implications," the zoo said.
“These findings now raise questions about whether this might occur undetected in other species,” Ryder added.

Due to the COVID-19 pandemic, there will be some additional safety measures.
Everyone attending the festival must provide proof that they are fully vaccinated or show that they have tested negative for COVID-19 in the past 72 hours.
3-Day ticket holders must get tested either Thursday, October 28th or Friday, October 29th for their negative COVID-19 result to be accepted on all three days of the festival.
In addition to the music, Outside Lands is known for hosting world-class food and beverages. More than 85 local restaurants, 40 wineries, 30 breweries and three cocktail bars will be featured on the festival grounds.
(NEXSTAR) -- Due to the gender pay gap, women across the United States effectively stopped getting paid on Oct. 29, according to data collected by Business.org.
The data showed that women make an average of 18% less than their male counterparts; however, in many states, the gap is anywhere from 20 to 30%. Wyoming has the greatest pay gap with women making 35% less than men, meaning women in the state essentially stopped getting paid Aug. 26.
Women don't have a higher average salary than men in a single US state. The state with the lowest pay gap is Vermont at 9%, but women in the state will still basically work an entire month for free compared to the salaries of men doing the same job.

Business.org used the stop-pay methodology, where stop-pay dates are based on the day of the year women start working for free based on the gender pay gap in that state. These dates are based on a working calendar that omits weekends. This calendar does not take holidays into account.
QUEENS --- Rapper Fetty Wap was picked up by FBI agents on federal charges Thursday at Citi Field in Queens, according to law enforcement sources.
Fetty Wap, real name William Junior Maxwell II, was arrested in the late afternoon at the Mets ballpark, where he was set to perform as part of the Rolling Loud music festival.
The musician, a Paterson, New Jersey native, is now facing federal drug charges, law enforcement sources said.
He was scheduled to be arraigned late Friday morning, according to sources.

SAN FRANCISCO (KRON) -- Rain is back in the forecast this week.
Halloween weekend will stay dry in the Bay Area, but November starts with some light rainfall on Monday.
Current models are predicting one to two tenths inches of rain, with higher totals of 0.25-0.75 inches across Sonoma County, according to the National Weather Service.
Tuesday will dry the region back up and bring in some warmer temperatures as well. But the forecast says rain will return on Wednesday and early Thursday, with wet weather most likely impacting the North Bay.
After that, the showers appear to end - but the NWS said there will be another chance of rain closer to Veterans Day, which is November 11.
(NEXSTAR) – It’s hard to believe, but Leonardo DiCaprio nearly played one of cinema’s most famous virgins in a classic Disney film.
The spooky season is currently in full swing, as evidenced by the constantly repeated airings of “Hocus Pocus” on basic cable. The 1993 film is now a beloved cult classic, with fans still flocking to midnight movie screenings, tribute concerts and even “Hocus Pocus”-inspired drag brunch performances after all these years.
The movie has since become so synonymous with Halloween that it’s almost unthinkable to imagine any other actors in the movie’s main roles, but of course, that’s exactly what the filmmakers were envisioning during production.
When developing the film, producer and story originator David Kirschner said he was picturing a completely different actress for the role of Winifred Sanderson, ultimately played by Bette Midler in the finished film.
“The first person that I really wanted for Winifred Sanderson was Cloris Leachman,” Kirschner said during a panel discussion in honor of the film’s 25th anniversary. “And that was the first person, because I was so in love with her from the Mel Brooks films, from ‘Young Frankenstein,’ especially.”
Kirschner didn’t say whether Leachman, also known for her roles in “The Mary Tyler Moore Show” and “The Last Picture Show,” was ever officially offered the role. It’s much more well documented, however, that the role of Max Dennison, played in the film by Omri Katz, could have easily gone to Leonardo DiCaprio if he'd wanted it.
“Hocus Pocus” director Kenny Ortega, in an interview with D23 in 2018, said he met with Leonardo DiCaprio at the insistence of a couple of casting agents during pre-production. But everyone — Ortega, the casting agents and DiCaprio — already knew that the young actor would very likely pass on the role as he was already up for parts in “What’s Eating Gilbert Grape” and “This Boy’s Life.”
Nevertheless, Ortega met with DiCaprio and wanted him for the role. But by the end of the meeting, DiCaprio politely made it clear that his head was “somewhere else,” Ortega said.
DiCaprio himself once commented on his decision to turn down “Hocus Pocus” in an interview with Variety, saying Disney made it difficult by offering him “more money than I ever dreamed of.”
“I don’t know where the hell I got the nerve,” DiCaprio told the outlet in 2014. “You live in an environment where you’re influenced by people telling you to make a lot of money and strike while the iron’s hot. But if there’s one thing I’m very proud of, it’s being a young man who was sticking to my guns.”
Ortega has since said he was thrilled to get Omri Katz to play Max.
“Omri was just so in his shoes,” Ortega said. “So down to earth. So honest. His acting is invisible. So I was really grateful to get to work with him. I must say that.”
As for some of the film’s other iconic roles, it’s been widely reported that Rosie O’Donnell was offered the role of Mary Sanderson before it went to Kathy Najimy, but she turned it down because she worried the character was too dark. Rumors also persist that Jennifer Lopez auditioned for Sarah Jessica Parker’s role of Sarah Sanderson, though it’s unclear if there’s much truth to the claim.
In any case, the filmmakers — like the fans — are frightfully happy with how the cast came together.
“I think the Sanderson sisters are so perfectly cast,” said Mick Garris, one of the film’s writers, during a 25th anniversary event that aired on Freeform in 2018. “[They’re] like a supernatural Three Stooges. In drag.”
WASHINGTON (The Hill) - The Biden administration could pay out up to $1 billion to immigrant families that were separated at the U.S. Mexico border during the Trump administration.
According to The Wall Street Journal, the U.S. Departments of Justice, Homeland Security and Health and Human Services could end up paying out close to $1 million per immigrant family that were separated at the border. Sources told WSJ that around $450,000 a person is being considered, but could change depending on each family’s circumstances.
Discussions of payouts have taken place over the course of the past few months between lawyers representing immigrant families that are suing the federal government and the government’s own lawyers, according to WSJ. Some government lawyers apparently viewed the payout amounts as excessive.
Margo Schlanger, DHS officer for civil rights and civil liberties during the Obama administration, told WSJ, “Damage class actions in this kind of case are pretty rare, it’s hard to think of a recent comparison.”
The American Civil Liberties Union (ACLU) is representing multiple families in a lawsuit over the Trump administration’s zero tolerance policy. In January, it issued a statement urging the incoming Biden administration to act quickly on the issue.
“The incoming administration must reunite the separated families in the United States, but we cannot stop there. These families deserve citizenship, resources, care, and a commitment that family separation will never happen again.”
Since assuming office, the Biden administration created the Interagency Task Force on the Reunification of Families and its latest progress report, released in September, confirmed it had reunified 50 children separated from their parents and provided access to behavioral health services. Another 2,171 children have been reunified through a court order and from the efforts of non-governmental organizations.
However, the same report confirmed 1,727 children have not yet been reunified with their families, accounting for 33 percent of all those identified as separated from their parents by DHS under the Trump administration’s zero-tolerance policy.
The ACLU is still battling its lawsuit with the Biden administration and according to WSJ, not all the families it’s representing will be eligible for a potential financial settlement.
The Office of the Inspector General conducted a review of the DOJ’s zero tolerance policy and found that under former attorney general Jeff Sessions, the agency “failed to effectively prepare for, or manage, the implementation of the zero tolerance policy.”
